Why is the same-day (Premium) and one-week (Fast Track) service not available to customers applying for a passport for the first time?

The Identity and Passport Service (IPS) is not able to issue passports to first-time applicants using the same-day (Premium) or the one-week (Fast Track) service because of the various checks IPS needs to do to confirm the holder’s identity. By doing these checks, IPS ensures that the holder’s identity is protected and a fraudulent passport is not issued.

From 1 June 2007, first-time adult customers will need to attend an interview as part of their passport application process. For this reason, it will no longer be possible for IPS to provide them with the Fast Track (one-week) service.
